The people at the ticket booth tried to turn the two toddler sized girls away, due to lack of adult supervision.

The ticket booth girl simply thought Rika was trying to be cute, and continued pushing her out. Obviously the girl was new in town, and didn't know the strange things the Ellis/Rios family got involved in.

Ms Hoshi sighned fine then let me pay for the girls & I'll go in with them Ms hoshi said
